Police Jury OK with annexation by Napoleonville

NAPOLEONVILLE — The Assumption Parish Police Jury did not object Wednesday to Napoleonville Mayor Ron Animashaun’s effort to annex unincorporated portions of the parish near the village so it can attain “town” status.

Animashaun said the move would increase the village’s population by 200 to 300 people.

The areas include locations along La. 1008, Gold Street, Elmfield Street, Adam Hall Road and parish land near the Council on Aging and Health Unit.

Annexation would help Napoleonville increase its population from “village” to “town” status.

“With the census coming in mid-2010, I’m hoping to have this done by March of 2010,” Animashaun said.

According to the 2000 U.S. Census Report, Napoleonville has a population of 686.

The Census Bureau requires villages to have a minimum population of 1,000 residents to reach town status.

Animashaun must still petition residents of the areas to be incorporated and needs three-quarters of the landowners, stakeholders or registered voters affected to agree to annexation.

Police Jury President Martin Triche said the upgrade in status would make Napoleonville available for additional grant funding.

Triche, who represents the Napoleonville area, said most of the areas in question are already tied into the village’s sewer system.

However, one section is tied into a privately owned system.

Parish Engineer Joseph Savoie told the jury the owner of that system wished to make it a public system.

Triche added the move does not affect parish voting districts. Animashaun said village police would have no problem with law enforcement in the areas to be annexed.
