Iberia rolls forward millages

NEW IBERIA — The Iberia Parish Council had a packed room for its regular Wednesday evening meeting, which included handling much-debated millage issues.

There were no comments from the public.

By law, the Parish Council had to first “roll back” any millage it wanted to keep the same, or roll it forward if it wanted to increase the taxes.

The Courthouse and Jail Property Millage — in incorporated areas only — was rolled back from 0.80 to 0.70 mills before being rolled forward to 0.80 mills for 2008.

Likewise, the General Parish Property Tax (formerly known as the General Alimony Millage) was rolled back from 3.43 to 2.91 mills before being rolled forward again to 3.43 mills. Also, the Exempted Municipalities Property Millage (formerly known as the Criminal Tax Millage), in incorporated areas only, went from 1.71 to 1.45 mills and was rolled forward to 1.71 mills in the next resolution.

Some millage rates were rolled back and then rolled back again for an additional adjustment to help to keep the millages “revenue neutral.”

The Drainage Facilities Property Millage, for parishwide property, went from 3.68 mills in 2007 to 3.39 mills for 2008, down to a final 3.11 mills. The same went for the Fire Protection District No. 1 Property Millage, for the rural areas only, which was 8.09 mills in 2007, then rolled back to 6.93 and then again to 6.50 mills. The Health Unit Property Millage, for parishwide property, started at 1.94 mills for 2007, came down to 1.79 for 2008, and finally settled at a rate of 1.50 mills.

The Iberia Parish Library Millage, for parishwide property, also did a double roll down, from 6.00 mills in 2007, to 5.08 in 2008, and went down a bit more to 4.58 mills. The Library Millage for parishwide property, to be used to pay outstanding debt for the library system, was maintained at 0.06 for the jump from 2007 to 2008, then it was rolled back to 0.45 mills.

The Public Buildings Maintenance Millage, for parishwide property, was rolled back from 4.76 mills in 2007 to 4.03 in 2008. The next resolution rolled the rate forward to 4.53 mills for 2008.

The council heard from John Tucker, executive director of the Iberia Medical Center, in regards to the council’s request to study the feasibility of the establishment of emergency room facilities on the south side of the railroad tracks.

“We did do some research. We kept an open mind,” Tucker said. “While it seemed like a great idea, the mechanics of it are a little overwhelming. It’s probably not practical.”

Tucker cited staffing, revenue, ambulance service, and other obstacles that made the implementation too difficult.
