Bill advances to fix La.'s state flag

Student historian D. Joseph Louviere used a copy of the Louisiana state flag design from the 1860s Wednesday to support his argument that the state flag requires three blood drops on the mother pelican’s breast. A bill requiring three drops on future flags was approved by a House committee.
