Board denounces justice of the peace

AMITE — The Tangipahoa Parish School Board asked Superintendent Mark Kolwe at its Tuesday night meeting to write a resolution denouncing the Robert justice of the peace who refused to marry an interracial couple.

“We want to let the public know that we do not share the same views as Mr. (Keith) Bardwell does,” School Board President Danny Ridgel said.

Bardwell, who is white, refused to marry an interracial couple over Bardwell’s concerns for any children produced during the marriage.

In other business, Chief Academic Officer Melissa Stilley told the School Board that 29 of the district’s 33 schools showed improvements in school performance scores released by the Louisiana Department of Education last week.

Only eight schools met or exceeded the state’s growth targets for this year, Stilley said.

School performance scores are based on standardized tests given to students each spring and on school attendance and dropout rates, Stilley said.

The state has a goal for every school to reach a score of 120 by 2014 and sets annual growth rates to help schools reach that goal.

The School Board and school officials emphasized the improvement in school performance scores even though most did not hit their targets.

“We’re not satisfied with where we are,” Kolwe said. “But I am excited and appreciate the work of all our employees. I see more improvement ahead on the horizon.”

Among the highlights of Stilley’s report:

  • Overall, the school district went from a 82.1 in 2008 to a 85.4 in 2009, which is No. 46 among the 70 school districts in Louisiana.
  • Twenty-nine out of 33 schools improved their school performance scores in 2009. Last year only 15 schools improved.
  • Loranger Middle School met its state growth goal. Hammond Eastside Elementary, Spring Creek Elementary, Southeastern Louisiana University Lab School, Roseland Elementary, O.W. Dillon Elementary, Chesbrough Elementary and Champ Cooper Elementary schools exceeded their growth targets set by the state.
  • Southeastern Lab School went from a three-star to a four-star school, and Spring Creek Elementary and Loranger Middle schools went from two-star to three-star schools.
  • Midway Elementary, Champ Cooper, Hammond Eastside Primary and Southeastern Lab schools all had double-digit growth.
