Day-care operator pleads guilty to fraud

A former Louisiana day-care operator pleaded guilty to a charge of mail fraud this week after allegedly trying to defraud the state of $130,000.

Pamela Gorden, former owner of Gorden’s Daycare and Learning Center in Ferriday, was indicted in October 2008 on 11 counts of mail fraud and nine counts of making false claims.

 She was accused of defrauding the state Department of Social Services’ Child Care Assistance Program of at least $130,000 from January 2002 through July 2007.

Gorden entered a guilty plea Tuesday to one count of mail fraud before a U.S. district judge in Alexandria.

To receive child care assistance payments, providers must submit monthly invoices to DSS indicating the number of days or hours that each child attended the day care and the days or hours that each child was absent.

During the plea hearing, a special agent with the U.S. Department of Health and Human Services’ Office of Inspector General testified that Gorden submitted falsified invoices to  DSS, billing for children who did not attend the day care and overbilling others.

The investigation was conducted by DSS’ Fraud and Recovery Section and the federal health department’s Office of Inspector General.
