Ex-Baker employee booked with theft
BAKER — Police arrested a 10-year city employee accused of taking money from defendants in City Court who thought they were enrolling in a pre-trial diversion program.
Detectives booked Kimberly S. Billiot, 41, 5157 Myrtle Hill Ave., Zachary, at Parish Prison Monday with felony theft and malfeasance in office, booking records show.
Billiot, who was employed in the city prosecutor’s office and resigned May 6, was released on a commercial surety bond Tuesday morning, the records show.
Police Chief Mike Knaps said the arrest followed an investigation requested by City Prosecutor Ken Fabre and City Attorney Ron Wall.
Detectives obtained statements from three men who were ordered to appear in City Court but said they earlier had paid Billiot cash to enroll in the program, which allows a defendant to pay a fee and abide by certain conditions to avoid being convicted of an offense, Knaps said.
The prosecutor decides who is eligible for the program, and the fees are supposed to be paid by money order and turned over to the city Finance Department, Knaps said.
When ordered to appear in court, the defendants asked, “Why am I here? I paid to have that charge diverted,” Knaps said.
The three men said they paid a total of $650 to Billiot, according to a detective’s affidavit used to obtain an arrest warrant.
