Civil service workers to be honored

NEW ORLEANS — Twelve civil service workers will he honored during the 50th annual Dunbar Awards luncheon scheduled for noon Friday in the Doubletree Hotel.

More than 800 state and local classified civil service employees have been so honored for distinguished service since the award’s inception in 1958, according to Daniel E. Sullivan, executive vice president of the Louisiana Civil Service League.

The 12 honorees for 2008 are:
  • Paul Benoit of Pineville, mental hospital associate administrator 2, chief operations officer, Department of Health and Hospitals, Office of Mental Health, Area C, Central Louisiana State Hospital.
  • Jolene Contance of DeQuincy, assistant warden, Department of Public Safety and Corrections, C. Paul Phelps Correctional Center.
  • William K. Fontenot of Washington, district engineer administrator (ENGR 9 DOTD), Department of Transportation and Development.
  • Philip McCrory of Metairie, pharmacist 6-B, Department of Health and Hospitals, Office of Public Health.
  • Steve C. Rader of Slaughter, corrections warden 4, Louisiana Department of Public Safety and Corrections, Dixon Correctional Institute.
  • Cheryl Rambin of Robeline, support enforcement regional administrator, Department of Social Services, Support Enforcement Services.
  • Janet L. Reich of Woodworth, registered nurse program coordinator, Department of Health and Hospitals, Resource Center on Nutritional, Physical and Nursing Supports.
  • Susan G. Stafford of Baton Rouge, senior attorney, Department of Transportation and Development.
  • Norma Theriot of Breaux Bridge, social services counselor 4-A, Dr. Joseph H. Tyler Jr. Mental Health Center, Outpatient Services.
  • Darrel Scott Vannoy of Angola, corrections deputy warden 5, Louisiana Department of Public Safety and Corrections, Louisiana State Penitentiary.
  • Emma W. Webb of Baton Rouge, accountant manager 3, Teacher’s Retirement System of Louisiana.
  • Ronald Williams of Anacoco, MRDD regional associate administrator 3, Department of Health and Hospitals, Office for Citizens with Developmental Disabilities.
Twelve honorable mentions also will be cited this year, because of the closeness of their scores to the winners. Certificates of Merit will be presented by Kay Hoffpauir, chairman of this year’s judging committee, to the following:
  • Cynthia M. Bland of Baton Rouge, administrative assistant 3, LSU Paul M. Hebert Law Center.
  • Ronald “Cheyenne” Chatagnier of Thibodaux, electrician foreman, Nicholls State University.
  • Daphne DeBeau of Opelousas, child welfare specialist IV, Department of Social Services.
  • Thomas M. French of Baton Rouge, engineer 8, Department of Natural Services.
  • Laura Holmes of St. Francisville, executive management officer, Department of State Civil Service.
  • J. Ruth Kennedy of Hammond, deputy Medicaid director, Department of Health and Hospitals.
  • Catherine Michiels of Lake Charles, support enforcement regional administrator, Department of Social Services.
  • Denise Myers of Shreveport, registered nurse clinical coordinator, LSU Health Sciences Center, Shreveport.
  • Wesley Guthrie Perry Jr. of Grand Chenier, program manager, Louisiana Department of Wildlife and Fisheries.
  • Michael Louis Scioneaux of Gretna, personnel director, Jefferson Parish Personnel Department.
  • Diane P. Smith of Baton Rouge, administrative program specialist-A, LSU AgCenter, Department of Veterinary Science.
  • Connie L. Standige of Kenner, engineer administrator, Department of Transportation and Development, District 62.
This year’s judges, who are former Dunbar winners, are:
Robert H. Couvillion, Covington; Margaret Bradford Davis, Shreveport; Nancy Keller, Dry Prong; Billy “LSU” Sanders, Marrero; James E. Wallace, Farmerville.
