Jindal to unveil health ‘concept paper’ today

Gov. Bobby Jindal is expected to release today a “concept paper” outlining administration plans for restructuring the state’s health-care system for the poor, officials said Thursday.

The group was told that Jindal plans a 3 p.m. news conference at the Governor’s Mansion to reveal the document.

DHH executive Tony Keck told a specially appointed technical advisory group meeting Thursday of Jindal’s plans to lay out the proposal that his state Department of Health and Hospitals has been discussing with federal officials.

The document and the data on which it is based has been the subject of numerous public records requests from physicians, hospitals and other health-care groups who have complained that they have not had a role in deciding what form the revamp should take.

Jindal’s proposal affects the way care is delivered to children and some adults enrolled in Medicaid — the government’s health insurance program for the poor.

The administration wants to move away from the Medicaid “fee for services” system where physicians, hospitals and others file claims for care delivered. Proposed is system more like a managed care model where the state pays insurance premiums to third parties which are responsible for coordinating the care.
