Cazayoux’s first bill to help public housing

A measure signed into law Wednesday by President Bush will allow a federal agency to bypass government red tape and directly help Gulf Coast public-housing authorities.

The American Housing Rescue and Foreclosure Prevention Act of 2008, which was proposed to stabilize the housing market, contained language from a measure sponsored by U.S. Rep. Don Cazayoux, D-New Roads, that eliminated a section from the Quality Housing and Work Responsibility Act that pertains to the Department of Housing and Urban Development.

The Federal Emergency Management Agency cannot directly assist public-housing authorities attempting to rebuild from natural disasters because of the existing account at HUD.

The bill also has a provision that protects Road Home grant recipients from paying taxes on those grants.

Road Home is a state-run program to help homeowners relocate or rebuild houses damaged during two 2005 hurricanes.

Those who deducted hurricane losses on their federal income taxes now are forced to pay taxes on their grants as new income.

Though he has passed several measures on the House floor, this is the first bill sponsored by Cazayoux that has been signed into law.
