St. Bernard Development community resident Gloria Irving, 70, displaced by Hurricane Katrina from the public housing area she had lived in for the past 30-years, wipes away tears as she speaks with media during a protest to re-open the housing project in New Orleans Tuesday. Irving, bound to a electric scouter, was taken to a second-story apartment when the waters rose around her. She now lives in Houston but wishes to return.
