W. Feliciana gets look at draft plan

ST. FRANCISVILLE — A final comprehensive plan for managing West Feliciana Parish’s development may be months away, but about 100 people got a look at the first draft Thursday.

John Fregonese of Fregonese Associates said the 79-page draft delivered at a public meeting is only the initial effort at putting the plan together and a lot of work remains before a final plan is submitted.

The draft is available at http://www.westfelicianatogethr .com.

During the last year, parish residents submitted ideas for what they would like to see in the parish, based on 1 percent to 3 percent of the expected population growth of Baton Rouge during  the next 30 years.

For planning purposes, the consultants used the expected growth of approximately 15,000 residents in the parish in the next 30 years.

Fregonese said that while West Feliciana Parish would always be something of a bedroom community for Baton Rouge simply because of the size of the city, the plan attempts to make the parish somewhat more self-sufficient.     

Features of the draft plan include:
  • Creating urban-type infrastructure for the Starhill and Independence communities.
  • A unified development ordinance.
  • Interim zoning procedures.
  • A parish housing development strategy.
  • A housing maintenance program.
  • A street improvement program.
  • Creating an attractive employment environment.
  • Targeting the location of industries already growing in the Baton Rouge area.
The next draft should be available for viewing by Aug. 16.

Fregonese said the plan may be ready by the end of the year, but that would depend on how fast progress is made in the next few months.

He said more discussion is needed on maintaining the rural character of the parish, how development of the parish should occur and even whether development should occur.

He also said his firm is under a separate contract to develop a plan for St. Francisville and at some point the two groups should get together.
