Jindal pushes work-force plan

Gov. Bobby Jindal said Tuesday that work-force development will be his main focus during the upcoming legislative session.
Too many Louisianans — about 40 percent over the age of 16 — are unemployed or underemployed, the governor said during a news conference at the State Capitol.
“The single most important issue in this regular session will be work-force development,” Jindal said.
The three-month regular session starts Monday.
Jindal pointed to two problems: Businesses cannot find trained workers in Louisiana and people are failing to take an active part in the work force.
The governor’s proposal largely focuses on the state Department of Labor and the state’s nearly 10-year-old community and technical college system.
The Labor Department would be rechristened the Louisiana Workforce Commission, if House Bill 1104 or Senate Bill 612 becomes law.
The bills would increase Labor Secretary Tim Barfield’s job duties, giving him the task of working with other state agencies on education, training, employment and apprenticeship programs.
Business leaders would oversee the local boards that are in charge of planning work-force training.
One of the goals is to engage businesses and industries in training efforts, Barfield said.
Economic Development Secretary Stephen Moret said there are 100,000 job openings in Louisiana.
The state has a limited ability to address work-force needs that arise rapidly, he said.
“We believe the system we have today is essentially designed to fail,” Moret said.
